For you ambicius programers that have lots of time
You could make a program addon that will simplefy
creating textures on a soldier model

Simple explanation: Making Texturing solidier extremly easy.

Well... hmhm... lets start.

Make a program that will have in center ,or anywhere else ,big window in wich you see soldier untextured in 3D. For example by holding right mouse button you rotate him, and so on. Then you import pictures (*.jpg, *.bmp ...) in the program and then you select, in special toolbar, some picture that you want to be on your unit. Than drag it to the surface of the soldier in a big window (Like in 3D max)
Then you move selected picture and set it while the picture is on the surface of unit. And then you add another one and so on... Just make is simpler than 3Dmax or Oxigen.

Sounds great except for a slight problem, and that is being able to make 3d program that can input p3d files in both mlod or odol format. I'm not saying it can't be done: There's P3Edit floating about the community, and probably other unreleased 3d modelling utilities that people have made for their own use.
The idea is good and I'd definitly support such a concept... even if it was able to be used for reskinning other vehicles.. would give instant feedback for texturers.
