Probably the people that made the game  ::) . Try the BIS Troubleshooting Forums.

i may be wrong but from what I know that looks to be a memory problem of some type, when does this happen?

I bet it's your computer running out of free memory and starts swapping data to the harddrive. If don't have already made mod folders and have an excessive amount of addons eating up your memory, make them now. Also Download the 1.95 beta patch from the BIS forums which improves the data handling in memory.
And do what M21man says, ask this quastion in the BIS forums.  :)
Not all is lost.

Also, if it doesn't work out, try reinstalling the game.

Hey there, desper8

I'm afraid we are strictly an editing site, so don't do tech support.

Have a go with the suggestions kindly offered, and failing that I suggest you try the Official Forums. Their FAQ/Troubleshooting section is great for questions like this one.

Good luck :)
