"Short term airborne operations" (STABO) means the aerial transportation ofpersonnel, harvested marijuana or equipment while attached by a rope orsimilar device to the underside of a helicopter.

So basicly people tied/hanging from a helo
I see now..
Could this be made by a change of a fast rope script? As in, stop the player(s) getting of the rope untill a ceratin time..?
