AI's to target Civilian and Weapon Loadout

Can anyone tell me how to make AI's target a civilian as their primary objective  ??? Also have made a single player mission where I have altered the loadout for the Player to include Binocular and a LawLauncher, but it will not give him any Magazines for the Law, have tried various inputs, but none work, is he overloaded?  :-\

Any help would be most appreciated.

For an answer to your first query.

I think for the weapon and ammo thing you need to give him at least one law first before the weapon in order for it to be loaded, then you need to give him further laws as required.

Something like:

unit addMagazine "weaponname"
unit addWeapon "weaponname"
unit addMagazine "weaponname"
etc
etc

Not sure if you can combine the further ammo in one line or not though.
