"Empty" category sometimes doesn't appear

The Empty category in the Units section of the editor sometimes doesn't appear. All I can access are West, East, Resistance, and Civilian. Why is this? It's very annoying not being able to do my work because of this issue.

You need to place the 'player' on the map first before the Empty category appears.
