Open your picture in paint  if you don't have any other photo editing programs on your PC

hit   Ctrl+E  to bring up the attributes menu ...

pixels should be selected by default , and you can type in your height/width values there  ;)

What does that mean?  ???

I use MS Paint to draw my flags. I then blur them up like hell in IrfanView. I think it also helps to darken the edges of each section of your flag, particularly the flag outline. It looks less pixellated in-game if you do that. But overall it's very easy.

Use the Stretch/Skewer command (Ctrl + W) to reshape your image. But decreasing the size by that much will probably cause distortion. Which flag are you drawing by the way?

About IrfanView... I don't know it wasn't me who installed it! Do a net search on it... it'll be free otherwise we wouldn't have it...  ::) . But any basic picture editor will be able to blur an image, though MS Paint can't.
