Computer lags

Hey I am just wondering If anyone here can help. I build my own systems. I currently have a P4 2.4GHZ with 1GB or Ram and a 128mb TI4600 video card and a Audigy2 Sound card. Yet This game is very laggy (Is that a word) I can play ANY other game like unreal 2 with out so much as a twitch but this game is awful in the way it lags.  I have to put my graphics setting in the game on low (Which I cant believe) and it still lags. Even if I dont have a lot of addons in the mission.  I have unistalled and re-installed it just to try it but nothing. I use version 1.91 but have used them all.

I guess my question would be: Is there a way to solve this. I love this game but the lag is really pissing me off  ;D  and should it still lag even with a decent system?
