Trouble with Briefing.html

All my briefing.html files come up as Netscape Navagator 4.0 and I am unable to write in it. I try to look fo a way to open it with a writing document, but I cant get it to where I can open it with different file. The Netscape Navagator comes up like you would see it in the game (no codes) and is acting like it is a webpage. Can anyone help me with this.

thats because it is a webpage.  if you want to edit it right click on the file and select "Open With," then select notepad.  if "Open With" isn't available (idk why it wouldn't be) then open notepad, do File-Open, then change "Files of Type" to all.  then select your briefing.html
